Economic Development creates strategies and implements programs to retain, expand and attract businesses to build job opportunities and enhance Palmdale’s economic vitality, as well as offering assistance to those who are interested in starting, keeping, expanding, or relocating their businesses in Palmdale.
Planning and Zoning
Planning administers development functions including application review, specific plans, General Plan, Zoning Ordinance/Map and annexations, and staff support to the Planning Commission.
Building and Safety
Building and Safety regulates the construction of all new, remodeled and existing residential, commercial and industrial buildings as mandated by the State of California and City of Palmdale building codes. These codes encompass building, electric, plumbing, mechanical, sewer work, state energy, and state and federal handicapped access laws. The purpose of these codes is to provide necessary standards to safeguard life or limb, health, property and public welfare by regulating and controlling the design, construction, quality of materials, use and occupancy, location and maintenance of all buildings and structures within the jurisdiction.
This division of the planning department issues business licenses to for-profit businesses that plan to conduct business within the City of Palmdale, even if the company is located outside the City. A business license is also required to operate a business outside the City when the base operation is located within the City. Non-profit groups are not required to obtain a business license, but are requested to register with the business license division. All non-profit organizations operating in the City are recommended to contact the business license division to determine if a license or occupancy review is needed.
