The Finance Division is responsible for the financial health of the City. It provides financial guidance to the City Council and City Departments and manages the City’s financial operations to maintain financial stability.

The Finance Division is responsible for providing financial expertise and guidance to the City Council and City Departments, managing the City’s daily financial operations, and maintaining the financial integrity of the City. The Finance Division provides revenue administration, budget control, payroll services, purchasing, administration of the City’s outstanding debt obligations, and acts in a fiduciary capacity for five assessment districts, five community facilities districts, Successor Agency of the former Community Redevelopment Agency and the Palmdale Community Foundation. The division also assists the City Manager in preparation of the Annual Budget, invests City funds for both short and long-term purposes, and provides cash management for the City.


The budget is the formal document that provides the spending authority for the City's programs/projects during the next twelve months. By adopting the budget, the City Council formalizes our priorities and goals and provides the public with a clear picture of the services the City will provide. The City receives revenue from a wide variety of courses. Uses of these funds are often restricted. To ensure that the revenue is spent properly, separate accounting funds are established to record the revenue and expenditures. These funds include the General Fund, Special Revenue Funds, Housing Authority, Palmdale Civic Authority, and Palmdale Financing Authority funds. Each fund accounts for distinct and uniquely funded operations.

Comprehensive Financial Report (CAFR)

The City of Palmdale Comprehensive Annual Financial Report (CAFR) includes the financial statements for the City, and the disclosures necessary to accurately present the financial condition of all City funds for the previous fiscal year. The report has been prepared in accordance with generally accepted accounting principles (GAAP) for governmental units and has earned an unqualified audit opinion.
