Any recipient of an administrative citation may file an appeal. A request for hearing form must be filled out and returned to the City along with an advanced deposit of the fine within 20 days from the original citation. Any fine shall be refunded if it is determined that the person charged was not responsible. The advance deposit of the fine must be paid before an administrative hearing date is provided. Fees must be posted within 20 days of receiving the citation or your hearing will not be scheduled.

The person requesting an administrative hearing shall deposit the amount of the penalty. Procedures to allow a person to request an administrative hearing without payment of the penalty upon satisfactory proof of an inability to pay the amount due is provided below.
Hearing Payment Waivers
The request for Hardship Waiver must be received by the City of Palmdale Public Safety and Community Relations Department within 20 days of the issuance of the citation and that to be considered for a Hardship Waiver, the application form must be complete and signed by the citee or parent/legal guardian if the citation was issued to a juvenile.
If you would like to request a hardship waiver, you may download a Waiver Request from this website, or by calling the following number: 866/420-2894 Monday through Friday, 8am - 5pm. Hardship waiver form also must be mailed to the address provided on the form within 20 calendar days of receiving the citation.
The determination of the inability to pay the citation in advance of the hearing will allow a waiver of the deposit for the amount due as required for hearings. Approval of the hearing is determined by the City of Palmdale and must have sufficient proof before a waiver is granted. This waiver does NOT cancel your fine. It simply allows you to attend a Hearing without first paying the fine required by state law. If your citation is found to be valid, you still must pay the fines.
The City will send a written decision by mail to the address provided in the Hearing Request Form. This decision is final and non-appealable. If your hardship Waiver is approved your citation will be set for hearing and you will be notified of the hearing date by mail. If your Hardship Waiver is denied, you will not be scheduled for a hearing unless you deposit the full amount of the administrative penalty with the City, within 7 days of the date of the notice to you of the denial. Failure to pay the deposit within that time will result in a late fee being added to the penalty amount and a default judgment entered against you for the full amount of the penalty.
