City Hall Administrative Offices to Be Closed Every Other Friday
City of Palmdale officials have announced that due to an administrative change in the Alternate Work Schedule known as the 9/80 schedule, the City’s administrative offices at the Civic Center will be closed on alternating Fridays beginning Jan. 4 and will be open on alternating Fridays beginning Jan. 11. This change is being made so that all 9/80 administrative employees—half of whom currently work one Friday while the other half currently work the alternating Friday—will work on the same 9/80 schedule; therefore, they will all start working on the same Friday beginning Jan. 11. The administrative offices will be closed on Fri., Jan. 4. There are a number of advantages to having all employees on the same schedule:
- The City will be fully staffed nine days per two-week pay period compared to the current eight days;
- Working one consistent schedule assists members of the public or vendors who wish to plan and schedule business meetings with administrative staff;
- It will be more efficient to schedule inter- and intra-departmental meetings; and
- The City will reduce its energy usage and water usage and save an estimated $25,000 annually in utility costs and about $25,000 annually in part-time clerical staff costs.
The Fridays when the administrative offices are closed will not affect essential public safety services and other service- and recreational-oriented programs.
The following administrative departments and City buildings will be closed on alternating Fridays starting Jan. 4:
- City Hall, 38300 Sierra Highway, Suites A, B, C and D, to include administration, city attorney, city clerk, communications, finance;
- Development Services, 38250 Sierra Highway, to include planning, business license, building and safety, public works, engineering and economic development;
- Maintenance Facility, 39110 3rd St. E., (administrative offices only);
- Public Services, 38306 9th St. E., to include public safety & community relations, parking citations and Families in Action;
- Parks and Recreation, 38260 10th St. E., (administrative offices only); and
- Human Resources, 823 E. Ave. Q-9, Suite B.
“All essential public services including building, street, park and traffic signal maintenance services; Sheriff’s Department; Fire Department; code enforcement; library services; Palmdale Playhouse programs; parks and recreation programs; Larry Chimbole Cultural Center; and parks facilities are not affected by this change,” explained Director of Human Resources Bill McLeod.
“Due to operational reasons, certain departments and divisions are on either the traditional five-day work week or a 4/10 schedule, and these two schedules will not be changed,” explained McLeod. “Since July 2000 when the 9/80 Alternate Work Schedule was adopted by an administrative instruction, the majority of full-time employees who work in City administrative offices went to a 9/80 work schedule,” explained McLeod.
When employees are on a 9/80 work schedule, which is common in the aerospace and government sectors, they work 80 hours during a two-week pay period. They are present at work nine days instead of ten during the pay period. Half of the employees are off one Friday while the other half are at work and vice-versa the following Friday.
The City’s administrative facilities will be open to the public from 8 am to 5:30 pm Monday through Thursday and from 8 am to 4:30 pm on the Friday they are open, excluding holidays. If an emergency occurs during a Friday when City offices are closed, the same emergency procedures will be followed as though it occurred on a Saturday, Sunday or holiday.
