Mobile Home Rent Review Board


The Mobile Home Rent Review Board meets as needed to review and render decisions on mobile home park rent increases and also to make recommendations to City Council regarding related matters. The board consists of five members and three alternates. One member and one alternate member are tenants of a mobile home park; one member and one alternate member are owners of a mobile home park; and three members and one alternate member are community members who are neither tenants nor owners.

The board was established on May 19, 1999 in an effort to provide mobile home park residents with a structured process for communicating with park management. For more information, contact the City's housing division at 267-5126.


Applicants Sought for Mobile Home Rental Review Board

The City of Palmdale is seeking applicants to serve the Mobile Home Rental Review Board (the Board). Board members meet as needed to review and render a decision on mobile home park rent increase applications, and also make recommendations to the City Council regarding matters related to the mobile home rent control ordinance.

Positions currently needed are Public Member, Alternate Public Member, Tenant Member and Alternate Tenant Member. All positions are nominated and approved by the City Council.

The Board consists of five members and three alternates. One member and one alternate member shall be tenants of a mobile home park; one member and one alternate member shall be either an owner or manager of a mobile home park; and three members and one alternate member shall be public members who are neither tenants nor owners. Compensation for service is $150 for the Chairman and $100 for all other members per meeting, plus mileage reimbursement. Members will serve until June 30, 2008 and until a successor is appointed.

The Board evaluates rent increase applications based on the factors listed in the Rent Control Ordinance. The Board does not manage the mobile home parks or conduct inspections or investigations of the mobile home parks in the city.

Desired qualifications include: Demonstrated interest in serving the public; ability and willingness to evaluate financial information, hear and evaluate testimony in a public hearing setting, balance the owners legal right to a fair return on investment with the residents right to reasonable rent increase, render a fair decision regardless or personal opinion, and attend meetings; and file a Statement of Economic Interest (Form 700) required under the Fair Political Practices Act and receive State Ethics Training provided by the City. Public and tenant members must reside in the City of Palmdale.
