The department of building and safety regulates the construction of all new, remodeled and existing residential, commercial and industrial buildings as mandated by the State of California and the City of Palmdale's building codes. These codes encompass building, electric, plumbing, mechanical, sewer work, state energy and state and federal handicapped access laws. The purpose of these codes is to provide the standards to safeguard life or limb, health, property and public welfare by regulating and controlling the design, construction, quality of materials, use and occupancy, location and maintenance of all buildings and structures within this jurisdiction.

The City of Palmdale department of building and safety has set up a partnership with Accela to provide online permitting services for simple construction permits. A surcharge is collected by Accela for each permit issued online.
To apply for a simple permit, to schedule an inspection, or to check the status of inspections online, contractors are required to register with the department of building and safety.
More complex permits, including those that require plan review, will continue to be issued at the public counter of the department of building and safety in the Development Services Building, 38250 Sierra Highway.
The general public may also access permit history for permits issued since October 1995 on any property located within the City of Palmdale limits.
