Parking Enforcement


The parking enforcement division enforces state, county and municipal parking and vehicle registration laws. The division handles all parking and registration citations issued by the City, Sheriff's Department and California Highway Patrol.

City parking enforcement officers patrol City streets and parking lots and respond to reports from citizens, City offices and outside agencies. Officers identify stolen, abandoned, inoperative and unregistered vehicles on public streets and may store or impound those vehicles meeting certain California Vehicle Code requirements.

Reporting a Parking Problem

Call parking enforcement and provide information on the problem, the street address and the vehicle (color, make, model, plate number). Please provide your name and phone number in case the officer needs additional information.




Receiving a Violation

Tickets must be paid or contested by the citation's due date or penalties may be increased. Failure to comply could result in the loss of the right to contest, withholding the vehicle's registration, referral to a collection agency and possible civil action. Do not ignore the citation.

Payments made in person may be made by cash, check or money order only. Do not send payments to the office address.



Correcting Equipment or Registration Violations

You may correct certain violations to clear a citation. Correctable violations include:

California Vehicle Code section 4457, Multilated/Illegible Plates
California Vehicle Code section 5200, Display of Plates
California Vehicle Code section 5204, Position of Plates
California Vehicle Code section 5204(a), No Current Tabs

Corrections must be made by the citation due date. Proof of correction must be presented to the parking enforcement division, the Sheriff's Department, CHP or DMV. The inspecting officer will complete the Certification of Correction section on the back of the citation. Present this plus $17 for each corrected violation to clear the citation.



Citation Due Date

If a citation is not paid or contested within the first two weeks of being issued, a Notice of Violation will be mailed to the registered owner of the vehicle. Citations are then due 14 calendar days from the mailing of this notice. The due date will appear on the notice. There are no extensions to due dates.

Late fees will be added to delinquent citations and the right to appeal the citation will be lost. A hold will be placed on the vehicle by the DMV. Citation fees must be paid to the DMV before the vehicle may be registered. The state of California may also refer delinquent citations to the Franchise Tax Board for collection. Vehicles with five or more delinquent citations will be towed and held until all delinquent citations are paid in full. Delinquent citations may also be referred to the City's collection agency.



Contesting a Citation

An administrative review may be requested to contest the citation if it is done within 14 days of the notice mailing date. To place a request, use the administrative review form or write a letter explaining the reasons you are contesting the citation. Include supporting documents such as photographs.

Administration review requests must be postmarked by the citation due date. The process may take four to six weeks, during which the citation will be on hold. The citation will not accrue late and delinquent fees. Results of the appeal will be mailed to you. If you are found liable, the citation must be paid within 21 days of the date on the appeal results letter.



Requesting an Administrative Hearing

Following the initial appeal, you may request an administrative hearing either in person or by written declaration. Your appeal results letter will include the paperwork to request a hearing.

Requests for hearings must be made by the due date indicated on your review letter. You will be required to deposit the full amount of the citation at the time of the request. The full citation amount will be refunded if you are found not liable in hearing.

A $25 filing fee will be due to the court. The appeal must be filed within 30 days of the mailing of the administrative hearing's final results. If you are found not liable in court, the $25 filing fee will be refunded.



Parking Information for Truckers

There is no truck parking allowed on any public property, including streets, in the City of Palmdale. Parking on any street constitutes a parking violation.

Trucks with a gross vehicle weight rating over 10,000 pounds may not park in any residentially or agriculturally zoned areas, either on the street or on a property. No vehicle, including trucks, may be parked or stored on any vacant lot.

There are some private businesses that do allow truck parking. We will be posting a list of these locations soon. Parking on any other private property is considered trespassing.
