Public Works

The department of public works is responsible for the development and maintenance of the public infrastructure that contributes to the enhanced quality of life in our community.

Responsibilities include the administration of the City's capital improvement program; benefit assessment districts for landscaping and street lighting; development review and approvals; flood control; traffic and transportation planning; development and maintenance of City buildings and grounds, public parking areas, parks, trails, streets, landscaping, traffic control systems and City equipment and assets.

The Palmdale Department of Public Works has won many regional awards for various programs, projects and people.


Administration

The Department of Public Works comprises 6 divisions which manage all public works activities. Divisions include Administration, Program Management, Engineering, Traffic, Environment and Maintenance (Park and Ride, Streets, Parks, Landscape Areas and Facilities).

The Administration division oversees the department budget and operations, manages the Joe Davies Heritage Airpark, and is responsible for planning, directing, organizing, coordinating, and supervising all activities of the Department.

Program Management

The Program Management division is responsible for the development, implementation and management of the City's ongoing Ten-Year Capital Improvement Program which includes improvement projects throughout the City, such as landscaping, beautification and signage; street widening, rehabilitation, resurfacing and sealing; sidewalks, bikeways and trails; Americans with Disabilities Act (ADA) improvements; traffic signals and safety improvements; transportation facilities and transit amenities; water resource and drainage systems; parks, recreation and athletic facilities; public offices and buildings; overhead utility undergrounding; and environmental mitigation. Other programs include Right-of-Way Acquisition, disadvantaged business enterprise (DBE), Local Hazard Mitigation, Grant Development , and Public Outreach (to residents, businesses, utilities, railroads and other agencies).

Engineering

The Engineering division is responsible for the development and implementation of engineering standards for development; the administration of special benefit districts for improvements (including landscaping and street lighting districts); public works construction inspection; permit processing; and flood control administration.

Traffic Engineering

The Traffic Engineering division is responsible for the safe and efficient movement of vehicles and pedestrians on City streets. Responsibilities include the planning, design, operation, and maintenance of traffic signals, pavement markings, and traffic signs.

Services provided include the review of development plans; traffic studies; transportation modeling and planning; response to citizen requests; preparation of various traffic related City ordinances; and providing assistance to regional agencies, grant application efforts, and capital improvement projects.

Geographic Information System (GIS): The GIS section is responsible for building, maintaining, and managing an Intranet-based Interactive Geographic Information System. The Section is also responsible for assisting City departments with their mapping and data creation needs.

Environmental

The Environmental Division is responsible for the City and Department's environmental compliance efforts. The Division manages the City's solid waste and recycling programs, air quality programs (including the Palmdale Transportation Center and its related rideshare programs), water resources planning, sewer system planning and assisting with the management of the City's environmental mitigation efforts.

Maintenance

The Maintenance division is responsible for:

Park and Ride: Maintains 22.4 acres of City park and ride facilities, more than 2,000 parking spaces.

Streets: Maintains over 518 miles of streets, 545 miles of sidewalk; 9 bridges and drainage facilities within City right-of-way; provides street sweeping for over 26,200 miles of curb per year; maintains over 8,575 street signs; maintains 78,000 trees within public right-of-way; and 5 regional drainage basins.

Parks: Maintains over 576 acres at 21 City parks, 6,500 trees, 27 softball fields, 11 little league baseball fields, 27 soccer fields, 6 volleyball courts, one aquatics facility, 4 swimming pools, 8 basketball courts, several park playground areas, and 2 roller hockey rinks.

Landscape Areas: Maintains over 228 neighborhood landscaped benefit districts, 235 drainage basins, and more than 10,000 parkway trees.

Facilities: Maintains over 41 public facilities with over 415,000 square-feet of building area; including preventative maintenance on all mechanical equipment and facility related fixtures; structural repair; remodeling; building and fire code compliance; water chemistry and quality for the aquatics facility and 4 swimming pools; vehicle wash center recycling; and provides set-up for over 104 City special events annually.
