Neighborhood Improvement Program
The Neighborhood Improvement Program was developed by the Housing Division of the Economic Development Department to improve homes where low- to moderate- income families live in specifically targeted areas. The Neighborhood Improvement Program (NIP) selects targeted areas to assist low- to moderate-income families to rehabilitate their homes. Qualified residents living in a focus neighborhood can receive grants for exterior paint, landscape improvements, tool loan vouchers and trash dumpster service. Homeowners may also receive rehabilitation funds through the Home Conservation Loan Program.
As part of the Neighborhood Improvement Program (NIP) and to improve the appearance of the neighborhood, the Public Works Program Management Division repairs existing public improvements, and in some cases provides new public improvements such as sewers, curbs, driveways, sidewalks and landscaping.
Current NIP public improvement projects include Avenue P-14 ADA and Sidewalk Improvements and Avenue Q Median Landscaping and Irrigation Improvements.
- Avenue P-14 ADA and Sidewalk Improvements will construct sidewalks, driveways, and curb ramps along Avenue P-14 between 4th Street East and 6th Street East. Construction is anticipated to begin in August 2005.
- Avenue Q Median Landscaping and Irrigation project will install decorative concrete and landscaping within the median on the southside of Avenue Q between Carolside Avenue and Stanridge Avenue. This project will also install streetlights within the median. Construction is anticipated to begin in fall 2005.
The following public improvements have been completed for the NIP within the past 7 years:
- June 2007, Avenue Q Median Improvements - This project upgraded the existing frontage road median on the south side of Avenue Q between Carolside Avenue and Stanridge Avenue with decorative stamped concrete, landscape trees, and irrigation systems. Additionally, above ground utilities were concurrently relocated underground by the respective utility provider.
- September 2005, Focus Neighborhood No. 4 Avenue P-14 ADA and Sidewalk Improvements - This project provided new sidewalks, curb ramps and reconstructed driveways along Avenue P-14 between 4th Street East and 6th Street East
- July 2004, Larkin Avenue Sewer Improvements - As part of Housing Division's in-fill housing unit project, this project provided a public sewer to the homes along Larkin Avenue between Avenue Q-3 and approximately 400 feet north of Avenue Q-3. As part of this project, an 8-inch sanitary sewer main (approximately 200 feet in length) with 4-inch sewer laterals for each property was constructed.
- July 2003, Focus Neighborhood No. 3 ADA and Sidewalk Improvements (Phase III) - This project provided new and/or repaired curb, gutter, curb ramps, sidewalks, cross gutters, driveways, and alley intersections at the following locations: Along Avenue Q between 6th Street East and Division Street; Avenue Q-3 between 2nd Street East and 3rd Street East; and along Ave. Q-7 between Carolside Avenue and 5th Street East.
- April 2002, Focus Neighborhood No. 3 Phase II - The project provided new and/or repaired curb, gutter, curb ramps, sidewalks, cross gutters, driveways, and alley intersections at the following locations: Along the north and south sides of Avenue Q-3 between 3rd Street East and 4th Street East; eastside of 2nd Street East between Ave. Q-7 and Palmdale Blvd.; along 3rd Street East between Ave. Q-7 and Palmdale Blvd.
- March 2001, Focus Neighborhood No. 3 Model Home - This project involved the renovation & remodeling of the existing residential building at 38602 3rd Street East to assist the Housing Division in administering the Focus Neighborhood Improvement Program. The scope of work for this project included the removal & reconstruction of the existing garage; the removal & reconstruction of the driveway and walkways; removal & replacement of the roof; a new heating and air conditioning system; upgraded electrical and plumbing; and other miscellaneous work.
- June 2000, Focus Neighborhood No. 3 Phase I - This project provided sidewalk and decorative concrete with landscape trees and irrigation systems at the following locations within the median on the northside of Ave. Q between 3rd Street East and Division Street; and westside of 3rd Street East between Avenue P and Avenue P-5
