Underground Utility Program
Another method the City of Palmdale employs to make our City more beautiful is the formation of Underground Utility Districts in order to underground unattractive overhead electrical distribution facilities. The Public Utilities Commission (PUC) requires that a portion of the rates charged by Southern California Edison be set aside for the undergrounding of existing overhead electrical distribution facilities at the discretion of the City of Palmdale. The City Council approves the formation of underground utility districts in order to appropriate these funds for specific projects. These funds are referred to as Rule 20A funds. Rule 20A funds may be used for the undergrounding of existing overhead electrical distribution facilities, the removal of poles associated with such overhead facilities, the replacement of an equivalent number of street lights, and the installation of up to 100 feet of an affected property owners' underground electrical service laterals.
Southern California Edison is responsible for administering Rule 20A funds. They design and administer the contract for the underground installation as well as coordinate with other utility companies and affected property owners. Since its inception in 1962, the City has completed 9 (Nine) Underground Utility Districts to date.
