Business Retention Liaison
Current and prospective business owners have a direct link to City Hall via the City's business retention liaison, who serves as the key contact to help business owners through the permit and development processes.

Foreign Trade Zone

Industrial Development Bonds
Low-interest financing is available through tax-exempt industrial development revenue bonds (IDB). Eligible IDB industrial activities include assembly, fabrication, manufacturing, and processing. Small Business Development Center Business Counseling
The Small Business Development Center (SBDC) has consultants with expertise in finance, general business management, marketing, and operations. They are available to meet with local businesses by appointment in Palmdale. SBDC is administered by College of the Canyons for North L.A. County.

Governor's Economic Development Initiative (GEDI)
GEDI, established under the Governor’s Office of Business and Economic Development (GO-Biz), has three incentive programs to help business locate or expand in California:
Employment Training Panel (ETP)
ETP provides funding to employers to assist in upgrading the skills of their workers through training that leads to good-paying, long-term jobs. ETP is a funding agency, not a training agency.

State Research & Development Tax Credits

Opportunity Zones in California
The Tax Cuts and Jobs Act of 2017 established Opportunity Zones as a mechanism to provide tax incentives for investment in designated census tracts. Investments made by individuals through special funds in these zones defer or eliminate federal taxes on capital gains.

The California Government Operations Agency (GovOps) has an Opportunity Zone web portal with program details, and about how investors and communities can benefit.
The U.S. Department of the Treasury maintains a resource site for Opportunity Zones.
Mapping Tools
You can determine if a property address is located in an Opportunity Zone by using the U.S. Department of Treasury CDFI Fund's Community Information Mapping System.
GovOps has produced an interactive map containing Opportunity Zones with Caltrans transportation projects, Air Resources Board low carbon projects, and high-speed rail investments within Opportunity Zone boundaries.
