Public Works Enforcement

Registration with California Department of Industrial Relations (DIR)

Public Works Projects

Public Works projects are subject to compliance and monitoring by the State of California DIR under the public contracting registration and reporting requirement specified in SB 854 and SB 96. As of July 1, 2014, the DIR established an online registration system that allows contractors and subcontractors to register. The registration form is located on the DIR’s website.


All contractors bidding on public works projects must register with the DIR and pay an annual fee. All bidders will be required to demonstrate full compliance with the provisions of SB 854, SB 96, and all relevant provisions of the California Labor Code. Any bid that fails to provide such documentation shall be summarily rejected.
