The City of Palmdale Tenant-Based Rental Assistance Program (TBRA) is funded by the City’s HOME Investment Partnerships (HOME) entitlement grant from the U.S. Department of Housing and Urban Development (HUD). The City partners with Antelope Valley Domestic Violence Council, commonly known as Valley Oasis, to provide up to one year of rental assistance to eligible senior households (age 62+) living in Palmdale rental units who are extremely low income (earning 30% or less of area median income), and whose rent is more than 50% their gross income.

TBRA supports the strategies and goals in the Los Angeles County’s Homeless Initiative (Initiative) approved by the County Board of Supervisors, and the City of Palmdale’s Plan to Prevent and Combat Homelessness (Plan) TBRA supports:

Initiative strategies

  • A1: Homeless prevention for families
  • A5: Homeless prevention for individuals

Plan goals

  • Goal 1: Prevent episodes of homelessness within the community, including individuals and families.

“Please know that I am thankful for your help. As a result of rental increases, I could no longer adequately attend to my basic needs (TBRA) assistance has renewed my hope in our shared existence.”
